Context
The Centre d'Excellence et d'Éducation par le Sport (CEES), an establishment of the Collectivité de Saint Martin, is strengthening its team with the appointment of a "Pôle Parcours de Performance" Manager . The manager is a facilitator who will support the implementation of the region's sports policies through individual support engineering for student-athletes and qualified technical staff working at the Centre Sportifs Territoriaux (CST).
Job definition
The Head of the "Performance Paths Pole" is in charge of the administrative, sporting, technical, medical and financial management of the pole's various systems, namely :
- Territorial Sports Centers ( CST) accredited by CEES,
- Aide à la Mobilité d'Excellence Sportive (AMES),
- Aide Individuelle aux Compétitions Nationales et Internationales (AICNI), and any other future scheme validated by the CEES Board of Directors, for athletes registered on at least one territorial list.
Missions
In close collaboration with the General Manager and his deputy, the Head of the Performance Paths Division:
- coordinates contractual relations with student-athlete beneficiaries, parents, CST technical supervisors, all service providers and other partners (Education Department, schools, sports federations, etc.).
- implements the sports strategy in line with the objectives set by the CEES Board of Directors, in terms of service quality, performance and satisfaction.
- analyzes performance through audience trajectories.
- provides support and advice to accredited sports organizations, in liaison with CEES general management and the elected representatives in charge.
- designs, manages and monitors the training of technical managers.
- Defines sports strategy in line with the establishment's orientations.
- Manages, coordinates and supports the accredited Centres Sportifs Territoriaux, administratively, athletically, medically and technically.
- draws up and monitors the division's budget, optimizing financial, human and material resources.
- promotes and diversifies the sporting offer, participates in the organization of sporting events and concludes partnerships with sporting organizations.
- Creates relations with the media and ensures the visibility of the division's activities, in close collaboration with the communications and events manager.
- ensures compliance with safety, hygiene and quality standards for services offered to beneficiaries.
Qualifications, skills, abilities and prerequisites
- Training: STAPS degree in sports management or equivalent.
- Mandatory language skills: French, English and Spanish
- Sports skills: Former top-level athlete, professional sports experience in Europe and the USA.
- Knowledge of French and international sports organization (Europe and USA)
- Minimum 1 year experience in a management position in the public sports performance sector.
- Managerial skills: Leadership, ability to motivate and unite teams, conflict management.
- Management skills: mastery of budget management tools, ability to manage projects and infrastructures.
- Administrative skills: Ability to manage aid schemes or support athletes in pre-training or in training for access to the top level.
- Marketing skills: Ability to promote activities and develop the cluster's image and reputation.
- Ability to establish technical and financial relations with private partners (companies, professional clubs, etc.).
- Ability to work independently, make decisions and innovate.
- Good knowledge of high-level sports issues for the French West Indies.
- Knowledge of the global environment of social support and/or professional integration.
- A national and international network in the field of top-level sport.
