As part of the implementation of its Schéma Territorial de Développement du Sport
adopted in 2018, and in accordance with the statutory evolution of the CEES into a Public Establishment with
administrative character (EPA), the Collectivité de Saint-Martin is strengthening its
offer of support for high performance through the Bourse d'Accompagnement aux
Sportifs de Haut Niveau (BASHN).
This grant is the direct continuation of the Bourse à la Mobilité Sportive (BMS). It is
specifically designed to support confirmed athletes, identified as being in
a position to take the final step between excellence and high performance or
professionalization. It is designed to ensure the continuity of the athlete's triple project (sporting, academic and
socio-educational), at a critical stage in his or her career.
Eligibility
To be eligible for the Bourse d'Accompagnement aux Sportifs de Haut Niveau, the
candidate must:
- Have been a resident of Saint-Martin for at least 5 years;
- Be a member of a local sports club;
- Be admitted to a structure of excellence located outside the territory;
- Be enrolled in a school or sports establishment (full-time or
part-time);
- Justify a national or international level, attested by:
o Registration on the ministerial list of top-level athletes;
o A certificate from the top-level federation or club;
o Performance in benchmark competitions in N or N-1 (French, European or World championships,
);
- Integration into a structure recognized by a federation or professional organization.
Financing conditions
The Bourse d'Accompagnement aux Sportifs de Haut Niveau (BASHN) finances
tuition fees, accommodation costs, transport costs, as well as the cost of equipment
and travel to competitions.
The beneficiary can benefit from this aid over a maximum period of 4 years, whether
consecutively or not.
The amount will be set by the deliberation of the Centre d'Excellence et d'Éducation par le Sport,
on the proposal of the Commission d'Attribution des Bourses, Aides et Subventions (CABAS).
Financing criteria and terms
Assistance is awarded on the basis of a number of criteria:
- Criterion 1: assistance is awarded to sportsmen and women to cover the cost of schooling.
- Criterion 2: assistance is awarded to sportsmen and women to cover the cost of transport to and from competitions
- Criterion 3: assistance is awarded to sportsmen and women who live far from home to cover the cost
of accommodation.
- Criterion 4: Assistance with the purchase of sports equipment essential to
high-level practice (small equipment, large equipment, various subscriptions).

For all applications:
- Valid ID (CNI, passport; for non-EU nationals: valid residence permit
).
- Valid ID of legal representative.
- RIB in applicant's name.
- Proof of applicant's place of residence (proof of accommodation or lease).
- Copies of diplomas obtained.
- School reports for year n-1 or certificate of attendance.
- Proof of admission to the host establishment.
For tuition fees:
- Proof of tuition fees (administrative and/or educational).
- Detailed syllabus for the proposed course of study or training, on school letterhead.
For transportation costs:
- Proof of air transportation costs (estimate or invoice).
For accommodation costs:
- Proof of accommodation costs (estimate or invoice or lease contract).
For equipment costs:
- Proof of equipment costs (estimate or invoice).
Additional documents in the event of renewal:
- Copy of school certificate (request for renewal of aid).
- Supporting documents for expenses incurred in the previous year.
