Territorial Sports Centers

The Territorial Sports Centers (CST) are major players in the sports policy of the Overseas Collectivity of Saint-Martin. Labelled by the Center of Excellence and Education through Sport (CEES), the CSTs are autonomous bodies implemented in partnership with Sports Organizations (leagues, committees, groups or isolated clubs), as well as the National Education Services of the Northern Islands, as part of the triple project: sports, school and socio-educational.

As pre-training structures, the CSTs gradually and individually prepare young sports talents in the region to join, in the short, medium or long term, hope centers (CREPS) or national and international training centers. They provide global, structured and adapted support to each student athlete, coordinated by CEES with the support of Sports Organizations and National Education.

The system also aims to strengthen the expertise of local Sports Organizations and to ensure a qualitative representation of the territory during regional, national and international competitions.

The pillars of the triple project

Sporting excellence
The CEES and the Sports Organizations contribute to the sporting success of CSTs through the development of a daily training system for up to 4 days a week, from Monday to Friday, supervised by qualified coaches, with longitudinal medical follow-up adapted to each discipline.

Academic success
As part of an agreement with National Education, CEES sets up schedules arranged exclusively for tenured student-athletes attending Soualiga middle school. Academic support and remedial measures can be offered at the request of legal representatives, according to the needs identified, to reconcile academic training and sporting requirements.

Socio-educational development
The system aims to promote autonomy, a sense of responsibility, civic commitment, and collective values in each student athlete, in collaboration with families and educators.

CST structuring levels

Territorial Sports Centers consist of 3 levels:

• CET — Territorial Training Center (Primary & early middle school — CE1 to 6th)
o Involves disciplines that are mature or have an early commitment.
o Also integrates daily physical activity devices (APQ) in connection with National Education and USEP.

• CPT — Territorial Development Center (College — 5th to 3rd)
For disciplines validated by the CEES with a view to entering a pole of hope or federal structure. Full students must attend Soualiga College.

• CDT — Territorial Development Center (High School — 2nd to 12th grade)
o Addressed to disciplines with a late maturity
o Prepares for federal certifications and diplomas
o Support the university courses or the professional careers of
sport

Statuses of student athletes

The CST system recognizes two distinct statuses, defined by the nature of enrollment at the Center and validated by the CEES for a renewable school year:

• Holders
O Supervised schooling: student-athlete enrolled in CPT and compulsory schooling at Soualiga college.
o Full access to the system: see tripartite framework agreement.
o Membership fee: 150€/month (from September to June inclusive).

• External
O Unsupervised schooling: student-athlete enrolled in CET, CPT (excluding Soualiga college), or CDT.
o Partial access to the system: see tripartite framework agreement.
o Membership fee: 100€/month (from September to June inclusive).

NB: The former “training partners” are now replaced by the “external” category.

Operational frameworks and commitments of the parties

Integration into the CST system implies compliance with the internal regulations, which set out the rights, duties and commitments expected of student-athletes and their legal representatives throughout the school year.

This regulation, approved by the CEES, constitutes the common framework applicable to all student-athletes, whether permanent or external. It specifies the admission conditions, operating rules, as well as the procedures for monitoring and evaluating each student's career.

Adherence to the rules of procedure is an essential condition for any registration to the system.
